What does an $18,280 swing actually do?

Hinds County carries more HAT-eligible districts than any county in the state: Hinds County SD, Jackson Public SD, Clinton Public SD, and a group of charter schools including Joel E. Smilow Collegiate, Joel E. Smilow Prep, Reimagine Prep, Midtown Public Charter School, Ambition Prep and Revive Collegiate.
Madison County lists Canton Public SD. Rankin County appears nowhere on the HAT list, so a teacher employed in Rankin cannot use the grant there.
