Why is north Mississippi so uneven?

Lafayette County's target side allows $117,720 for a one-or-two-person household. That is the highest figure MHC publishes anywhere in Mississippi.
Union County, where New Albany sits roughly 25 miles northeast, is non-target throughout at $81,100. A $36,620 difference on the same program, for the same household, across about half an hour of driving.
Union also has no target side. Where Lafayette gives you two chances, Union gives you one number and it is the state floor.
Why is Tupelo the hardest market in the state?
Lee County is non-target throughout at $81,100. No target areas, so no address check will help, and nothing to appeal to. It is the tightest combination MHC publishes: the lowest income limit with no geographic exit.
And because there is no target side, a previous homeowner in Lee County has exactly two routes to assistance: the veteran exemption, or Smart7. The three exits from the first-time rule.
That is the clearest case in Mississippi for starting at Smart7. Its $137,870 statewide limit is $56,770 above Lee County's figure, and it carries no first-time requirement.
